Kolcti (Kolettis) is described as an Albanian by birth in the German book “Erinnerungen aus Russland und dem Orient ” recorded by Daniel Wegelin from St. Gallen, during his travels in the north, in Turkey, Palestine, Egypt and Greece. Edited by H. Leemann.

“Only the determination of brave men who bravely opposed the Mauro Cordató was able to save Greece from ruin. The Minister of the Interior, Kolcti [Kolettis – own note] is a man of ability in his field and has shown great patriotism. He received his education in Italy, is an Albanian by birth and was initially the personal physician of Ali Pasha of Janina. He is a recognized honest man, one of the few who have not enriched themselves with the sweat of the country, and the true leader of national opinion and sentiment.”
