In 1908, on the orders of Xhavid Pasha (Javid Pasha), the Mutassaif of Peje launched an attack on the Rugova highlanders fighting for six days. The Turkish forces comitted many atrocities against civilians and lost the battle in the mountainous terrain.
According to a Serbian newspaper from 1911, after Xhavid Pasha failed to surpress the Albanian uprising, he retreated to Mitrovica, from where he ordered the mutasarif of Pejë to attack the Rugova tribe near the Montenegrin border, which he did with five battalions of infantry and several batteries of cannon. He destroyed several villages with cannons, killing many women and children. The Rugova people welcomed him on their wild, rugged terrain, and the eight-day battle ended with a bloody defeat for the Turks, who lost over 500 men on the occasion. The mutasarif saved the rest of the expedition by quickly retreating to Pejë.
