In the study “IL MONTENEGRO E L’ITALIA (1861-1923)” by Slavko Burzanović we read the following:
“With the Treaty of London of 26 April 1915, Italy was promised, in the event that it sided with the Entente, not only the national territories not annexed to the Austro-Hungarian Empire, but also the southern Slavic territories in Gorizia, Istria and Dalmatia. The same treaty, in the event of a favorable conclusion to the war, offered Montenegro the opportunity to obtain the territory of the Bay of Kotor and a part of Albanian territory. An important naval base in small Montenegro would not have represented a danger to Italian plans for a future Italian hegemony over the Adriatic, however the annexation of the Bay of Kotor and Montenegro to Serbia or another larger southern Slavic state would have jeopardized the realization of such plans”
