According to the Dutch newspaper “Leiden Courant”, reporting from 1913, there was a Montenegrin assault on the Steamer “Skodra” on Lake Shkodër in 1913. Among other things, King Nikola Petrovic of Montenegro refused to allow the Albanian civil population to leave Shkodër. Allegedly, Nikola promised to punish the agitators who assaulted the steamship. The article states:

“The King has refused the demand to allow the civilian population to leave Skoetari. As to the case of Father Palic, who was murdered by Montenegrins at Djakova, Montenegro cannot permit an investigation by Austrian officials. Punishment was promised for those guilty of the violence against the steamship Skodra.”
