Despite the alleged peaceful negotiations and denials of the Serbian Yugoslav government of 1927, an aggressive imperialist policy continued against the Albanians both in occupied Kosovo and at the Albanian border. Belgrade is reported to have brought Russian mercenaries, and Serb reservists were brought in dressed in civilian clothes to cause confusion. In 1927, Yugoslav Serbs massacred Albanans of Prishtina. A Serb Yugoslav attack was carried out at the border of Shkodër the same year. Another attack was carried out at the Nikaj Merturi region. The Giornale d’Italai writes:
“What are they planning in Belgrade?
Rome, 14. The Giornale d’Italia receives a report from Belgrade in which the precise data are given, from which it emerges that Yugoslavia, despite all peaceful denials, is feverishly continuing its military preparations. The report specifies the individual objectives, with particular attention to preparatory armament activities, and precisely describes the military works and weapons depots on the Albanian border.
Recruit concentrations on the Albanian border at Brenza are identified, and the rifle and machine gun deliveries from Belgium are counted. Negotiations with Spain for the purchase of warships have been initiated, and negotiations with France for the acquisition of 120,000 rifles have been uncovered. In addition, Yugoslav General Staff officers were dispatched to France, allegedly to Plan for a Yugoslav-French cooperation on military areas.
On the Albanian border, 10,000 Yugoslav gendarmes are concentrated. Albanian elements periodically arrive in Belgrade and hold lengthy meetings with the Yugoslav Foreign Minister and with members of the General Staff.
Albanian and Russian emigrant gangs are being armed and financed, and recently there are rumors of an attack on the Albanian government that is about to be staged. The reservists called up are wearing civilian clothes to evade control over their concentration.”
