Montenegrin hostilities at the Albanian border of 1914 and European protests

In 1914, Prince Wilhelm sent a letter of protests to the European power stating that the Montenegrins were sending illegal contraband and troops at the Albanian border. In order to prevent an uprising among the Albanians of Shkodër, the Western powers were then invited to reinforce the international detachments. The “Innsbrucker Nachrichten” writes in 1914:

“A protest from the Prince against Montenegrin activities. Reinforcement of the international detachments in Scutari. Berlin, June 27. On the Albanian question, a letter of protest from Prince Wilhelm has been received by the cabinets.

On behalf of the Prince, the Albanian Prime Minister, Turfon Pasha, has seriously complained to the Powers about the transport of large quantities of contraband from Montenegro to northern Albania and about the concentration of Montenegrin troops in the immediate vicinity of the Montenegrin-Albanian border. Due to the danger of an Albanian uprising in Scutari, the Powers are negotiating to reinforce the international detachments.”
