In 1941, Italian diplomats receieved appeals and messages from Montenegrins and Albanians who seeked to be liberated from Serbian tyranny.

Dr. v. L. Rome, April 14. The commission established in Tirana for the liberation of Montenegro addresses the Duce in a telegram expressing the hope that the Montenegrins will be liberated from the Serbian yoke and that a free state of Montenegro will be established within the new Balkan order. According to Italian sources, the number of Montenegrins currently living in Yugoslavia is approximately one million.

As the Italian Bresse reports, Italian diplomatic missions abroad are receiving a large number of messages and appeals in which the Kosovo Albanians request the liberation of their homeland from the Serbian yoke. The strength of the Albanian ethnic group in Serbia is estimated at 700,000 Albanians”.
