On Mars 4, 1877, the “Revalsche Zeitung” published an article on the meetings of the Council of Ministers regarding the Montenegrin imperialist demands to have the Albanian regions of Niksic and Moraca ceeded to Montenegro. The Ottoman authorities protested.

“Constantinople, March 12 (February 28). Yesterday and today, meetings of the Council of Ministers took place on the Montenegrin demands. The “Ag. Havas” assures that the points most vehemently opposed by the Porte concern the cession of the Niksic district and the cession of Albanian territory on the right bank of the Moratcha.

The Porte is said to consider these points more unacceptable than the cession of a port. Nevertheless, the Montenegrins seem determined to insist on all their demands. It is believed that they will have a new conference with the Minister of Foreign Affairs tomorrow. The official opening of the Turkish Parliament has been postponed until Monday.”
