In 1866, a German paper published an article about the hostilities between Turkey and Montenegro, writing of French diplomat Marquis de Moustier who saught efforts to mediate peace between the two parties between the years of 1858 to 1862. Montenegrin authorities complained that the Albanian highlanders and Ottoman troops of Spuz built fort-like blockhouses (“kullas”) after the fighting of 1862. Montenegrins therefore demanded the pastures of Spuz, which was located in Albania on the right bank of Moraca.

“At the same time, before leaving Constantinople, Marquis de Moustier asked that everything possible be done to prevent the outbreak of further hostilities between Turkey and Montenegro, which were considered imminent. The Montenegrins had complained in particular about the construction of the fort-like blockhouses that the Turkish side had built on the borders after the fighting of 1862.
The Montenegrins regarded these blockhouses as a constant challenge and the sole cause of daily rescues. In addition, they demanded the release of the pastureland of Shpuza, which, located in Albania on the right bank of the Moraca, had been granted to neither side in the 1858 demarcation, and whose use had been forbidden to the mountain dwellers (meaning the Albanian highlanders) by the Turkish Pasha since 1861.
Marquis de Moustier saw this matter as a vital question for the population of Montenegro and supported the protests of the lectern so effectively with the Porte that the Porte immediately decided to make the requested concessions to Prince Alexander. In this way, any further conflict has been temporarily prevented, just as it is generally believed here that European incisions will not yet cause the ulcer of the Eastern Question to break open. Most of this should be left to time and religious conversion.”
