In 1866, the International Commission of Europe decided that Nikshiq (Niksic) and Novo Selo was to belong to Albania. However, the Montenegrin imperialism led to a violation of the commissions decision. This forced Ismail Pasha, the governor of Albania, to fortify Novo Selo.
