Translation:

“Souvenir of the 25th anniversary of Albania’s Independence.

The costume is based on the same principle as the one that drives many Scots to wear the kilt.

This garment is generally worn by King Otho himself and by many members of the senate and assembly.

It is the Albanian costume and has only been adopted in Greece since the Revolution. It can be very expensive.

Those who can afford it wear two or three velvet jackets, one inside the other, all embroidered with gold and lace, and with strange designs of birds, flowers, stars, etc., with white frocks or kilts, tied around the waist by a shawl or belt.”
