In 1839, the Dutch paper “LEEUWARDER COURANT” published an article on August 13, No 65, writing about the violation of the Peace Treaty between the Montenegrins and the Albanians of Spiç, denoted as “Spizzanoten”.

“The recently concluded peace has again been endangered by a reckless action of our mountain-dwellers. About 2000 Montenegrins crossed the Austro-Hungarian border near Gospodio during the night of July 13, apparently with the intention of going from there into Spizzanoten on the Pashalik of Scutari, with whom, not long ago, they had concluded a treaty of friendship, in order to carry out a raid.
The consequences of this undertaking are not yet known; however, it appears from these and other events how unreliable the solemn declarations of the Montenegrins to their Vladika have been, when they promised “not to cross the Austro-Hungarian border without imperial permission,” signing this with great solemnity. They violate this whenever they find a suitable opportunity.
Thus, the situation is such that the inhabitants of the district of Cattaro (Kotor) have every reason to wish that this uncertain state of affairs be brought to an end through decisive measures.”
