In this document from 1919, we can see signatures of the Albanians of Ulqin, a coastal city invaded by Montenegro in 1877, requested to be returned and re-united with Albania, and Shkodër, particularly.

Na, të nënshkruemit, përfaqëstës t’popullit shqiptar t’VLQI – nit, po i’a napim këtë akt Mekambësiet Z. Mid’hat bej Frashërit. Z. Mid’hat bej Frashërit ká të drejtë me u përfaqësue popullit të VLQINIS’ para botës zyrtare e jashtëzyrtare për me i mbrojtë këto dy pika themelëtare:

a) Me kërkue nji Shqipni fjesht vetqeveritare e etnografike
b) Me kërkue bashkimin e VLQINIS’ e TREHËVE të tij me këtë Shqipni vetqeveritare

“POWER OF ATTORNEY
Shkodër, February 16, 1919

We, the undersigned representatives of the Albanian people of VLORA, hereby give this Power of Attorney to Mr. Mid’hat Bey Frashëri.
Mr. Mid’hat Bey Frashëri is hereby granted the right to represent the people of VLORA before official and unofficial world authorities in order to defend the following two fundamental points:

a) To demand an ethnographically pure and self-governing Albania.
b) To demand the union of VLORA and its territories with this self-governing Albania.
