“According to Procopius, the consequences of the plundering campaigns of the Avars, Slavs and Huns were terrible. The provinces were plundered several times, some regions were turned into deserts, some cities were completely destroyed, and even the last penny was extorted from others.

Pope Gregory wrote to the Illyrian bishops in May 591 to receive the bishops who had been expelled from their dioceses. The letter states that during a raid, shortly before that date, the cities of Risan and Lezhë were destroyed. They were probably destroyed by Avar-Slavic detachments who, possibly after the siege of Thessaloniki in 586, ravaged the Albanian and Montenegrin coasts.

It is not excluded that they also settled in that territory on that occasion. The anonymous writer Miracula II reports that the Avaro-Slavs ravaged the whole of Illyricum and lists the provinces starting with Pannonia, then in order Dacia, Dardania, Moesia, Prevalis, Rhodope, Thrace and other cities and settlements”.
