The indictment states that on November 29, 2024, the suspects, together with unidentified accomplices, planted military-grade explosives in the canal and detonated them, causing severe structural damage, disrupting KEK’s water supply, and posing a national-level risk to electricity production. The damage to the canal is estimated at €376,000. The defendants are charged with Endangering the constitutional order in connection with committing a terrorist act.
In addition, Jovan Vičentijević faces charges of espionage. Prosecutors allege he acted as a colonel-level recruit for Serbia’s Military Intelligence Service, gathering classified information in Kosovo, monitoring KFOR soldiers, photographing the Special Police Unit base in Jasenovik, and obtaining a 66-page confidential document. He is also accused of fabricating a narrative harmful to Kosovo by promoting a fake organization—the “National Committee for the Liberation and Protection of Albanian Lands”—using altered documents and photos of former KLA commanders.
Both brothers are further suspected of illegal possession of weapons. Police searches reportedly uncovered an AK-47, BRM-75 grenades and shells, 500 rounds of ammunition, magazines, knives, masks, and military uniforms from Serbia, Russia, and other states.
The indictment also cites an FBI geological analysis. Soil samples taken from the brothers’ boots reportedly matched the soil from the Ibër–Lepenc canal, reinforcing the prosecution’s claim that they participated in the attack.

The Special Prosecution has filed an indictment for the terrorist attack in Ibër-Lepenc.
The accused are: Jovan and Dragisa Viçentijević and Igor Dimović.
According to the indictment of the Prosecution, which Nacionale has obtained, it is said that they severely damaged the canal in Ibër-Lepenc with an explosive device.
“Defendants Jovan and Dragisa Viçentijević: On 29.11.2024 at around 18:50 in the village of Varage, municipality of Zubin Potok, in the section of the Ibër-Lepenc canal, a public infrastructure that serves to supply drinking water to the citizens of Kosovo and the needs of the Kosovo Energy Corporation for the production of electricity, the defendants, together with several unknown persons, after a prior agreement with the aim of seriously intimidating the population of the country and endangering the constitutional order and security of Kosovo.
The suspect placed a significant amount of explosives for military use inside the canal, through a bag that they had tied with a rope to a concrete pole, positioning it in such a way as to cause serious damage to the critical infrastructure of water and electricity supply, where in that case the defendants activated the explosive by lighting the fuse with a slow re-ignition.
This caused a powerful explosion that severely damaged the concrete structure of the Ibër-Lepenc canal, interrupted the water supply to KEK, and also endangered the production of electricity at the national level. With these actions of the defendant caused a serious risk to the life and safety of the population and damage to the critical infrastructure of the state, where in this case the damage to the Ibër-Lepenc dam was caused 376 thousand euros.

With this, the defendants committed the criminal offense of “Endangering the constitutional order”, in connection with the offense of “Committing a terrorist act”, the indictment states.
In addition to the terrorist attack, Jovan Viçentijević is also suspected of espionage. He had also propagated the creation of an organization supposedly for the liberation of Albanian lands, for the defamation of the KLA.
“The defendant Jovan Vičentijević, also from an unspecified date until the moment of his arrest, in the capacity of a recruit in a foreign intelligence service, in this case the Military Intelligence Service of Serbia, with the rank of colonel, acted and assisted this service, by collecting classified information and documents in order to use them during its illegal activities in the territory of Kosovo and to communicate them to this service, through visits and meetings that he carried out in Serbia with its officials, which information and documents he obtained through espionage.
Fraud organization
Within the framework of the documentation that the defendant obtained during his incriminating activity, there is also a 66-page classified confidential document, for the needs of field operations, then he monitored the movements of American KFOR soldiers, photographed the base of the Special Police Units in Jasenovik, located in the municipality of Zubin Potok, and in particular the defendant with the aim of creating of a narrative harmful to Kosovo, in relation to the international community, the same one, through a modified document, has attempted to present the existence of a fictitious organization supposedly for the liberation of Albanian lands called the “National Committee for the Liberation and Protection of Albanian Lands”, accompanying it with several photographs of senior KLA superiors, whereby these actions have seriously damaged the legal order and security of the Republic of Kosovo, as well as endangered the lives of its officials”, the indictment states.
The same ones are also suspected of possessing weapons without a permit.
“Also, the defendants from an unspecified date until their arrest (defendant Dragisa Vičentijević on 30.11.2024, and defendant Jovan Vičentijević on 01.12.2024), in their homes, one in Zubin Potok and the other in the village of Prevlaka, in the same municipality, during searches by the Police, were found in possession, without authorization, of a considerable amount of combat weapons, such as a Kalashnikov AK-47 rifle, a number of BRM 75 hand grenades and shells, 500 cartridges, a magazine, and their parts, knives for long weapons, a rifle magazine, masks, numerous military uniforms from countries such as Serbia, Russia and other states, helmets and other items. With this, the defendants committed the criminal offense of “Owning and Possessing Weapons”, it is stated further further.
FBI Report
Three people have been charged for the attack on the Ibër-Lepenc canal. Gazeta Nacionale has obtained the indictment. It states, among other things, that the FBI geological expertise report found that soil samples from the Vičentijević brothers’ boots matched the soil at Ibër-Lepenc.
