Abstract
This study compiles documentary evidence from Latin and Ottoman archival sources between 1022 and 1866 that mention Albanians, Albanian regions, or Albanian speakers throughout the medieval and Renaissance periods. Drawing on official papal bulls, episcopal registers, Venetian and Ottoman administrative records, travel accounts, and diplomatic correspondence, the article traces how Albanians were identified, described, and situated in written sources over nearly nine centuries. By cataloguing specific entries — including ecclesiastical roles, civic affiliations, mercantile activities, and legal statuses — the work provides an empirical foundation for understanding the historical presence and socio-political roles of Albanians within Mediterranean and Balkan documentary traditions.
The papal bull of Pope Benedict VIII, dated September 27, 1022, grants Archbishop Vital Gozze of Dubrovnik (Epidaurum) the pallium, confirming his jurisdiction over Zahumlje, Serbia, and Travunia, as well as over the cities of Kotor, Antivari, and Dulcigno. Dated September 27 of 1022 and authored by Pope Benedikti VIII.

This is the decision issued by the Doge of Venice, Leonardo Loredan, on August 8, 1513, appointing Andrea Marcello as governor of Ulqin. The document contains the duties, obligations and numerous instructions regarding the position. That Venice took corruption seriously is also shown by the fact that the governor and members of his family are forbidden from any trade dealing.
Some other interesting restrictions, apparently intended to reduce the personal influence of the governor, are:
- he is appointed for a two-year term
- he is not allowed to give a speech
- he is not allowed to employ anyone without permission
- he can only display his coat of arms in one place in the Castle
- he is not allowed to sleep outside the Ulqin Castle at any night (penalty of 5 ducats)
- he is not allowed to mourn (except for a week for parents, wife or children)
- every punishment and fine must be recorded

The document is a combination of Latin and Venetian dialect. The first page has the winged lion of St. Mark, who has one foot on land and one in the sea and stands in front of the Ulqin Castle. At the bottom of the page is the family coat of arms of the future governor Marcello.

Abstract
Manuscript on parchment of a Ducale issued in the name of Leonardo Loredan, doge of Venice (1438-1521), giving instructions to Andrea Marcello as Governor of Dulcigno. The document is dated August 8, 1513, and signed by “Victor Blanchus Secretaryius,” the same individual who signed Beinecke MS 104, a Venetian ducale dated 1515. On ff. 12v-13r is a directive from the Venetian Council of the X, signed by Rafael Iordannis, regarding Andrea Marcello, captain of Dulcingo, and the payment of custom duties; followed by an annual and quarterly outline of salaries owed, in a different but contemporary hand, signed Zune (Giovanni) Spineli [?].

It is decreed to you that Ali Hoxha Ulqinaku, known as a bandit and a source of unrest and corruption, together with his brother and some companions, attacked and captured a ship belonging to the English, who are in a state of peace and friendship with my eternal and high state. They took the goods on board, killed the captain and all the crew of the said ship, attacked the ship of a captain named Franca in the port of Vlora and took 800 gold coins and other items from him, among other similar acts of unrest and banditry against the imperial treaty.
When I appointed and sent officials with my high orders to capture him, he fled and was not captured. Now, this said bandit has gone to Tripoli, has infiltrated your organization, and continues his evil deeds by attacking the Franks and other protected people, inciting and provoking your people, and engaging in undesirable actions. 1759 – Captain Rexhep from Ulqin attacks the ship of Captain Nicolo Dabovich from Perast near the port of Alexandria

Description:
The captain claims to have set sail from Alexandria, Egypt, for Smyrna with his pinco, carrying a safe conduct issued by the Pasha of Tripoli. Not far from Alexandria, he was attacked, and while he was preparing to defend himself, he was ordered to surrender with a few cannon shots. He then raised the white flag, ready to display the safe conduct, but the other ship, commanded by Receb of Dulcigno, whose xebec had previously been burned by Venetian ships, attacked him with cannon and musket fire.
Seeing this behavior, believing it was not a privateer, he defended himself by shooting. The battle continued until evening, when the attacker fled as darkness had fallen. Two days later, having gone to Rhodes to inquire about his attacker, he saw him tacking offshore. He then went to the French consul [Rozan], who protects all Europeans, to tell him what had happened and have the captain arrested.
The consul did his best and promised that Receb, who was not authorized to be a privateer, would be arrested. But the musellim did not keep his promise and protected the bandit. 1768 – Sultan Mustafa III stops piracy in Ulqin

Description: Decree of Sultan Mustafa III to stop piracy sent to the governor of Rumelia (Balkans), Dulcigno (tur. Ulgun) and other surrounding cities. The decree is a consequence of the actions and damages caused by the pirates of Ulqin against Venetian ships that were engaged in the transport and sale of tobacco, especially in the Port of Durrës / Sultan Mustafa III’s decree to stop piracy sent to the governor of Rumelia (Balkans), Dulcigno (tur. Ulgun) and other surrounding cities. The decree is a consequence of the actions and damages caused by the pirates of Dulcigno against the Venetian ships that were engaged in the transport and sale of tobacco, especially at the Port of Durrës

1866 (1942) – The Sultan orders the exemption of taxes in Krajë

Description: Order of Sultan Abdyl Azisi sent to the Sanjak of the Finance Directorate of Shkodra, for the exemption from the taxes of the province of Kraja, dating from the Ottoman year 1282 (1866) translated by the notary Dr. Eduard Suma on 15 July 1942.
From the entire Empire, the Sultan decided to exempt the inhabitants of Kraja from taxes, taking into account the attacks in the west of Kraja and at the same time evaluating the people of Kranjan as “the mentioned people” taking into account the history and contribution of this people until then. / Order of Sultan Abdyl Azisi sent to the Sanjak of the Finance Directorate of Shkodra, for the exemption from the taxes of the province of Kraja, dating from the Ottoman year 1282 (1866) translated by the notary Dr. Eduard Suma on July 15, 1942.
