Serbia during its aggressions against Albanians was forced capitulate on 09.06. 1999. Despite being superior in military strength, with jets, tanks and artillery, the Serbian troops lost to a small KLA army. When the Albanians launched “Operation Arrow” the Serbs were forced to capitulate in Kumanovo to NATO, as they viewed it as shameful to capitulate to the Albanians.

It is interesting to note that NATO entered Kosovo only when the Yugoslav Army capitulated to the KLA. The KLA not only had 60,000 soldiers, but also had weapons and 300,000 volunteers. The KLA had to stop mobilization 3 times, because there was no capacity to accept as many volunteers as had been presented from all over the world.

Russia was part of the Rambouillet Conference and after the Kumanovo Agreement of 90.06. 1999, where foreign powerns made decisions on the fate of Albanian territory without the presence of Albanians authorities.

Foreign KFOR authorities dividing Albanian territories

The first foreign army that started the dividing of Albanian territories was the Russian KFOR. Then came the French KFOR which was deployed in the North of Mitrovica, dividing the city in favor of Serbia on the Ibar River. Then came the Italian KFOR deployed in the western part of Peja which took control of the Çakorr. 10 km of that strip of land was left to Montenegro. Then the Greek KFOR was deployed in the southern part of Kosovo, withdrawing inside Kosovo and leaving 2500 hectares of Kosovo in favor of Macedonia.

Despite having forced the Serbian invaders to leave Albanian territory, the region was divided again into 6 states at the Rambouillet Conference of 1999. Central Kosovo was also divided into 6 regions controlled by foreign armies and annexed by the European Union.
