“To the Inspectorate,
I am forwarding below the words of Gjakova‘s Krasniq and Gashi tribes, known as Malsia, as well as Alemdar Bajram, and tribal chief Arif Sadik, who came to my house this evening.
Upon the measures decided by Ferik Shemsi Pasha, these individuals gathered in the town of Peja: the Commander of the Mitrovice Party, Zejnel Beu, one of the notables of Peja, and Ahmet Beu, son of Murtaza Pasha who passed away, and was among the notables of Gjakova, Sulejman Aga of Batoşh and Major Mehmed Aga, alias Toş.
Mehmed Aga Toş gathered several subordinates in Luka, Peja and appointed himself commander of one of the Peja or Pristina Gendarmerie battalions …. The purpose of this is to ignite revolt in the entirety of Albania and cancel the officer’s duty as a civil servant. It is known that they promised to ally with each other based on being Albanian, and that Ahmed Beu, one of the persons mentioned, went to Mitrovica by train from Skopje. It is reported that the Mufti of Pristina also went to the station and held many meetings.
