Ahmed Hilmi Abd al-Baqi Pasha was appointed on September 22, 1948 as prime minister of the General Government of Palestine, also known as the All-Palestine Government, formed in the Gaza Strip after the outbreak of the Arab-Israeli War and the declaration of the state of Israel.
This government was established with the support of the Arab League and was intended to politically represent the Palestinians during a very turbulent period in history. Although its authority was limited and it was not internationally recognized as an independent state, it marked the first formal attempt at Palestinian self-government.
Ahmed Hilmi Pasha was previously a senior Ottoman administrator, including the governor of Jerusalem, a position of particular importance in the Ottoman Empire. After the fall of the Empire, he remained active in Arab and Palestinian political life.
