This photograph shows Dutch aristocrat, traveler, and orientalist Tinco Martinus Lycklama à Nijeholt (1837–1900) posing in traditional Albanian (specifically northern Albanian highlander) costume during or after his travels in the Ottoman Empire.

It appears in academic publications, notably in the book:
Antique Dealing and Creative Reuse in Cairo and Damascus, 1850–1890 (Brill, 2021), as Figure 149.

Context

Tinco Lycklama à Nijeholt was a 19th-century adventurer who traveled extensively in the Middle East and Balkans. Like many European orientalist travelers of his time (including Lord Byron earlier), he enjoyed dressing in local costumes for portraits. This particular image is a classic example of 19th-century “ethnic fancy dress” photography.
