This passage comes from the Russian Orthodox journal Church Messenger (Церковный вестник). The author is rejecting and dismissing contemporary reports of Albanian violence against the Serbian (and Bosniak) population in the Ottoman-controlled areas of Kosovo.

Translation:

“He further asserts that all reports of atrocities committed by the Albanians against Serbs and Bosniaks are pure fabrications. Thus, it is not true that the Albanians raped women, desecrated corpses, and so on.”
