Summary
In a 1935 document (No. 188/II), the Albanian Consul in Vienna informed Tirana that the Central Committee of Jewish Emigrants from Germany was actively seeking to settle thousands of German Jews in Albania as merchants and industrialists, especially after the Nuremberg Laws. The Albanian government firmly rejected the proposal. It argued that Albania, free of anti-Semitic sentiment and lacking a Jewish population, had no desire for Jewish immigration.

“Abstract on the colonization of Albania with Israeli emigrants from Germany
The Honorable Royal Minister of Foreign Affairs in Tirana.
As is known, for more than a year the Central Committee of Israeli Emigrants of Germany in London has been trying to settle several thousand Israeli emigrants who have fled from Germany on Albanian soil.
It seems that, following the recent decision given by the National Socialist government at its general meeting in Nuremberg in September of this year, the project for the colonization of Albania with Israeli elements has already taken concrete form, since they are receiving various inquiries from the circles of German emigrants on the possibility of their immigration to Albania as merchants and industrialists, emphasizing that for this purpose the German government allows them to take with them a part of their property.
We found it reasonable to refer this matter to your Ministry, and before giving a final judgment, we wish to announce the point of view of our government. We are completely against the invasion of Albania by the Israelis Germans, because Albania, having not had such Israeli elements to this day, has no feelings of an anti-Semitic nature and does not want the Jew to take away the Albanian’s bread.
It is true that the Israeli brings with him wealth and luxury, but his wealth is to the detriment of the country, because history teaches us that every country that falls under Jewish influence is demoralized and destroyed over time.
Albania cannot become a second Palestine for the Israeli element.”
With special respect,
The Consul”.
