The Proposed Zvernec Development Project Lacks a Clear Legal Basis

Hundreds of people gathered in downtown Tirana to protest against Jared Kushner’s proposed development project in Zvernec, a lagoon situated within a protected natural area along Albania’s coastline. The demonstration reflects growing concerns among environmentalists, legal experts, and local residents regarding both the ecological impact of the project and the legal foundation upon which it is being advanced.

Zvernec is widely recognized as one of Albania’s most valuable coastal ecosystems. The area forms part of a protected landscape that includes sensitive wetlands, pine forests, and habitats for numerous bird species. Because of its protected status, any major construction project must comply with strict national environmental legislation as well as international obligations undertaken by Albania.

Critics argue that the proposed development lacks a clear legal basis because it appears to conflict with existing protections governing the area. Albanian law generally restricts large-scale commercial construction within protected zones unless specific legal procedures are followed and exceptional circumstances can be demonstrated. Opponents contend that no convincing legal justification has been presented to explain why this project should be exempt from the restrictions that apply to other protected areas.

The controversy extends beyond environmental considerations. Many observers view the case as a test of the rule of law in Albania. If protected areas can be opened to large-scale development without a transparent legal process, critics warn that it could set a precedent that undermines the integrity of the country’s environmental protections.

The protest in Tirana demonstrates that opposition to the project is not limited to local residents. Participants emphasized that protected natural areas are part of Albania’s national heritage and should not be altered without a clear and lawful justification. They called on government authorities to publish all relevant legal documents and ensure that any decisions regarding Zvernec are made in full compliance with Albanian and international law.

Until such legal clarity is provided, questions regarding the legitimacy of the proposed development are likely to remain at the center of public debate.
