This document was found in the Municipal Assembly of Mitrovica with a list of members of a Crisis Headquarters established on 24 March 1999 under the Federal Ministry of Defense of former Yugoslavia. This document deserves thorough investigation and accountability for any crimes committed during the Kosovo war.

This order was reportedly found in an office of the Municipal Assembly of Mitrovica, and it states:
“Based on Order No. 80/1 of the Sector of the Federal Ministry, dated March 24, 1999, I establish the Crisis Headquarters in Mitrovica with the following composition:
