“Russian leaflets in Serbia: From a supposedly absolutely reliable source, the Corr de l’Est in Belgrade reports that Russian emissaries, whose numbers in Serbia are increasing daily, are busy organizing bands of volunteers, recruiting Bulgarian emigrants and Serbian adventurers to launch an invasion of Bulgarian territory.
A Russian agent named Zetsch, whom Mr. Hitrov, the Bucharest envoy, has long employed, is taking the most active part in this revolutionary expedition. This agent of Hitrov’s has considerable sums of money and a large number of Russian passports, which he distributes to all those recruited. The Serbian government remains completely inactive and acts as if it neither hears nor sees what is happening before its eyes.”

The Russian plan against Romania
“The Bucharest-based newspaper Telegrafic reports the following about the activities of secret Russian agents in Romania: Romanian cities are teeming with Russian agents, divided into three sections. The first section is headed by the Russian Durnovo and has a Mistschensko in Kishnev as its chief in Romania.
This section monitors all refugees arriving from Russia. The sub-chief, Motilov, has his seat in Bucharest. The second section is headed by the envoy Hitrovo and extends its activities to the entire Balkan Peninsula. It handles Romanian, Serbian, Montenegrin, Greek, and Bulgarian affairs and is involved in organizing attacks, uprisings, etc.
The third section has a military character and is headed by the military attaché, Colonel Taube. According to the aforementioned report, in addition to Russians, Romanians from all social classes are employed by each of these sections.”

The Sophia Conspiracy
“… Is now being portrayed in the most favorable light possible. It is claimed that the intention was only to eliminate the prince, not to murder him. On the other hand, however, it must be admitted that approximately 200 Zankovists attempted to cross the Serbian border to evade prosecution. Furthermore, a Russian subject named Nadin has now been arrested in Ruse as a suspect in the affair.
The documents found at the scene contain unequivocal evidence of Kalovkov’s connections to the head of the Russian legation in Bucharest. Letters from Kalovkov himself are now in the possession of the authorities, stating that the present moment is favorable for the overthrow of the regiment, but that it must be carried out without bloodshed.
As for the also highly suspected Colonel Nikolayev, although the report proves to be false, he too is under judicial investigation. These entire events probably best demonstrate that Russia, despite all its contrary claims, Insurance companies are unwilling to let the Orient settle down.
The threads of the new Bulgarian conspiracy clearly converge in St. Petersburg, a fact that all attempts at denial cannot change in the slightest. From there, they will likely continue to play with fire and incendiary devices until a spark falls into the powder keg and sets the entire European continent ablaze, along with the Orient.”
