In 1909, the “Östreichische militärische Zeitschrift” published a report referring to a pamphlet reviewed in Streffleur’s June 1907 issue, where Serbian Colonel Mašin stated that the Serbian army was unit for any serious action and incapable of mobilization.

“The former Chief of the Serbian General Staff, Colonel Mašin, delivered the most unfavorable assessment imaginable regarding the state, training, morale, discipline, and mobilization capabilities of the Serbian army 19 years ago. In a pamphlet reviewed in Streffleur’s June 1907 issue, Colonel Mašin described the Serbian army as unsuitable for any serious action and completely incapable of mobilization.
According to Mašin’s account, the leadership and administration of the army was nothing short of appalling; in particular, the administration was in a state of utter chaos at all levels. Spirit and discipline were completely undermined, and partisan strife, envy, and resentment characterized the officer and non-commissioned officer corps. Training was inadequate and ineffective, and the army lacked even the most essential equipment.
This pamphlet prompted the establishment of a parliamentary commission of inquiry, which, after months of investigation, generally confirmed Mašin’s statements.”
