The Peace Negotiations between the Porte (Turkey) and the Balkan League in 1912

The Peace Negotiations. St. Constantinople, November 16. It is reported from a reliable source that the peace proposals already drawn up are as follows:

1) The Porte is prepared to cede Crete to Greece if it surrenders Thessaloniki and the territories it already occupies.

2) Adrianople and Kirffilisseh will remain Turkish under the assurance that they will receive decentralized administration.

3) The wilajets of Luzfüb, Monastir, and Skutari will receive extensive autonomy if Bulgaria, Serbia, and Montenegro pay annual compensation.

4) One representative from each of the Balkan states with the Siş in Lesfüb will implement reforms.

5) Any deficit not covered by national revenues will be covered jointly by the Balkan states and the lavish governments. The surpluses of the wakuf and the Dette publique will not be counted as national revenues.

6) The standing army will be replaced by a militia

7) The subaltern officials and the darmenie are elected by the communities.

8)The Albanian immigrants are guaranteed freedom of worship and education.

9) The railway to Thessaloniki is to be completely free for Serbian exports.

10) Kawalla will be a free port for Bulgaria, Medua a free port for Montenegro.

11) The five belligerent states demand no war reparations from each other, and

12) Turkey demands only the return of the cannons lost at Kirkkilisheh.
