“The news from the Orient makes it quite clear that the Serbs have been defeated on all points of their operational area, and in particular the corps of the so-called Timok Army under Tsernaev and Lezhyanin, which, after Bul, arrived with few effective weapons, should have advanced into the Gari region, suffered a severe defeat that the Serbs themselves could not repair.

Lezhyanin lost all his artillery in the fighting near Viddin and had to escape from Serbian territory in a hasty retreat, which Tsernaev’s corps hastily followed. The corps operating in the south and west under Zach and Ranco Alimpich had long since been defeated, according to all Serbian false reports, and it is now evident from consistent reports from all sides that since the 9th of this month, only one Serbian battalion remains on Turkish territory, while conversely, the Turks have launched an offensive against the interior of Serbia.

Osman Pasha has reported on Tsernaev and Lezhyanin unhindered, he crossed the Timok and is, in all likelihood, at this moment marching towards Belgrade. In Constantinople, the government issued a proclamation stating that it intends to bring the fighting to a swift end and then, without delay, implement the long-planned reforms in the rebellious provinces and throughout the entire Turkish Empire.

However, the Turkish government has not taken into account the honest and peace-preserving game of European diplomacy, which is clearly of little use in ending the oriental turmoil. At the very moment when Turkey is preparing to crush Serbia, which so frivolously started the war, with superior force, a new enemy will come after it from behind, one that has hitherto remained strictly neutral and is now abandoning this role with high official approval.”
