How do i get there?

You can fly directly to Prishtina in Kosovo, and then take the buss to Peja and then to Rugova. You can also fly to Skopje in Macedonia and then take the buss to Kosovo, Prishtina, and then to Peja.

Is it cheap?

Yes, it is very cheap.
