Crimes Against Tourists in Serbia: Organized Pickpocketing, Rising Armed Robbery, and Targeted Harassment

Multiple reports and advisories highlight significant and escalating risks to tourists in Serbia, particularly in Belgrade. These focus on systematic organized theft, increasing violent street crime, and specific targeting of foreign visitors.

Daily Organized Pickpocket Gangs at Kalemegdan Fortress

Tourist guides describe pickpocketing at Belgrade Fortress (Kalemegdan) and the surrounding park as a daily occurrence from the end of March through October. Organized groups of two to four people (often mixed male-female pairs, aged 20–30) pose as ordinary tourists, carrying maps and guidebooks. They shadow larger groups during guided tours, then strike in seconds—unzipping or cutting backpacks while victims focus on stairs or viewpoints.

The highest-risk spots are the stairs near the Clock Tower, Stambol Gate, Ružica Church, and the plateau around the Victor (Pobednik) monument. Guides report that police responses are often ineffective: reports without proven “damage” are frequently dismissed, and suspects are released.

In one documented escalation, pickpockets threw stones at tourists and threatened a guide with a knife, with no immediate police presence. Guides have publicly called the problem “huge” and noted the lack of permanent security or effective video surveillance at the site.

Similar coordinated pickpocket teams operate on the main pedestrian street Knez Mihailova, in Skadarlija, around Republic Square, at markets, and on crowded public transport (especially near bus/tram doors during peak times), using distraction techniques such as bumping or staged “help.”

Rising Armed Robbery and Official Crime Indicators

One travel-warning analysis cites Serbian Interior Ministry data showing a 23% increase in urban armed robbery incidents since 2024. Street robberies are reported to peak during evening hours in Belgrade’s nightlife districts. The same source notes that the U.S. Department of State assigns Serbia a Crime “C” Indicator, signaling widespread violent crime and potential limitations in local law-enforcement response. Higher rates of tourist-related crime are flagged in districts such as Stari Grad and Vračar, particularly around Skadarlija and Republic Square.

Recent Targeted Harassment and Attempted Theft of Tourists

In July 2026, an Indian couple (travel content creators Aparna Malu and Ajmal Kolumbil) were filming a vlog shortly after arriving in Serbia when three men approached from behind on stairs. One repeatedly touched and pulled at the woman’s bag; another pulled her dress. The couple confronted the men, who fled after realizing they were being recorded. The incident was reported to local authorities and went viral, prompting widespread online concern about tourist safety, especially for women.

The Embassy of India in Belgrade has issued a specific advisory warning Indian nationals about incidents of illegal detention and ransom demands by organized gangs. In many cases, victims were first approached with offers of local assistance by people of South Asian (including Indian) descent.

Street Scams Built Around Robbery Narratives

Reddit reports from Belgrade describe a recurring scam in which a foreign-looking individual approaches people, asks if they speak English, then claims to have been “robbed by Gypsies in the bus” (sometimes adding details about Russians) and requests a fixed sum (e.g., €41 or 5,000 dinars) for a bus ticket home. Victims who give money later discover it is a classic distraction/panhandling routine targeting foreigners in central areas.

High-Profile Organized Crime Origins

Serbia is the founding location of the Pink Panthers, an international jewel-thief network responsible for dozens of sophisticated, high-value robberies across Europe, Asia, and the Middle East (totaling well over $100–200 million in stolen goods). The group, largely composed of Serbian and Montenegrin members with military backgrounds, is known for meticulously planned smash-and-grab operations and rapid escapes. While their activities are primarily international, their Serbian roots underscore the presence of professional organized criminal networks capable of complex theft.

These sources point to a systematic, organized opportunistic crime concentrated in tourist zones, combined with documented increases in armed robbery and specific targeting of foreign visitors—particularly through distraction theft, harassment, and more serious schemes such as detention for ransom.
