“A shocking indictment against Serbia is an official document published by the Austro-Hungarian government in April 1916, after the situation had already become completely clear. It states:

Even during the war in Serbia, the saddest news about reports from hundreds of protocols taken from those who were themselves in Serbian prisoner-of-war camps and were personal witnesses to the Serbian barbarity against the prisoners. Among these is the Austro-Hungarian regimental doctor, Dr. Ivan Gagulic, who reported on the conditions in Debar, where he was taken.

It seems appropriate to contrast these images of misery with others. Even more than the Serbian refugees, the Austro-Hungarian prisoners of war in Serbia suffered. Not thousands, but tens of thousands.

This reminds us of the obligations incumbent upon our citizens under international law. In recent days, a further step has been taken, this time to ensure appropriate treatment of those who were deported.”
