Summary
The collected material presents a broad body of Serbian and Croatian media reporting on child sexual abuse, pedophilia, sexual exploitation of minors by Serb citizens and the institutional handling of such crimes. The cases range from convicted offenders and repeat offenders to suspects arrested during police investigations, as well as allegations involving religious and political figures.
A recurring case is Ninoslav Jovanović, the “Malča Barber,” whose kidnapping and sexual abuse of girls produced extensive reporting in Serbian, Croatian, Bosnian and other regional media. His case is repeatedly characterized in the press with terms such as “pedophile,” “serial rapist,” “kidnapper,” “maniac,” and “monster.”
Another major theme is online sexual exploitation. Serbian police operations under “Operation Armageddon” repeatedly appear in the material, involving arrests for possessing, downloading, distributing or producing child-sexual-abuse material, contacting minors through false identities, soliciting nude photographs, and using social media and file-sharing platforms. The 2025–2026 reports describe operations covering multiple Serbian cities and numerous suspects.
The material also documents individual convictions involving children, including cases from Belgrade, Niš, Gradiška, Banja Luka and other parts of the region. Some offenders received substantial prison sentences, while other reports emphasize delays, procedural failures, escape from custody, failure to report for imprisonment, or comparatively short sentences.
A separate and substantial body of reporting concerns the Serbian Orthodox Church. The Pahomije case, allegations concerning Kačavenda, accusations involving other clergy, and lawsuits brought in Britain are used in the media to discuss alleged sexual abuse, institutional protection, failures to investigate complaints, statute-of-limitations problems, and disputes over judicial handling. Some of these cases involve convictions or established procedural findings, while others remain allegations.
1. “Serbian pedophile Malčanski Brijač kidnapped a girl again, the police located him”
Index.hr — 25 December 2019
The article reports that Serbian police located Ninoslav Jovanović, known as the “Malčanski Brijač” (“Malča Barber”), after he allegedly kidnapped a twelve-year-old girl.
The article describes Jovanović as a convicted pedophile and rapist who had previously spent years in prison. It states that he had previously raped a woman and a girl approximately 25 years earlier, and that after his release he sexually assaulted two twelve-year-old girls. According to the article, he cut the girls’ hair before sexually assaulting them because cutting hair sexually aroused him.
After his release from prison in 2018, Jovanović reportedly began contacting women through Facebook and asking them to send him pieces of their hair. The article states that he subsequently abducted twelve-year-old Monika Karimanović while she was going to school.
Police searched extensively for the girl and Jovanović. Evidence reportedly included the girl’s schoolbag and clothing associated with Jovanović. The article describes a large police operation involving hundreds of officers.
The article presents the kidnapping as another serious offence committed by a previously convicted sexual offender. (vijesti.me)
2. “This is the infamous Serbian pedophile, a neighbor saw him and reported him to the police”
24sata.hr
The article presents photographs and information concerning Ninoslav Jovanović following his disappearance with the kidnapped girl.
A neighbour reportedly recognized him and contacted police. The article describes him as visibly thin, wearing a dirty jacket, with short hair and an unkempt beard. Police subsequently arrested him.
The report focuses on his appearance, the public search for him and the role of the neighbour whose observation helped police locate him.
This is another report concerning the same Malčanski Brijač case rather than a separate offender.
3. “The creepy Serbian pedophile who cut girls’ hair before raping them”
Slobodna Dalmacija — 20 January 2019
The article describes Ninoslav Jovanović and the sexual crimes for which he had previously become known.
According to the article, Jovanović sexually assaulted girls after abducting them and cut their hair before the rapes because the act sexually excited him. The article emphasizes the unusual and disturbing nature of this behaviour.
It reports that the Serbian public remembered the case because of the combination of kidnapping, sexual assault and the ritualistic cutting of victims’ hair.
The article also describes an incident in which Jovanović appeared at a hairdresser’s salon and requested a haircut for a supposed daughter. The hairdresser reportedly became frightened after recognizing him.
The article subsequently connects these earlier offences to the later search for Jovanović after the disappearance of Monika Karimanović.
4. “Serbian pedophile filmed naked children in Istria: ‘He was caught by a security guard’”
Morski.hr — 28 June 2026
The article reports that Croatian police investigated a 29-year-old Serbian citizen suspected of secretly filming naked children at a tourist facility in Istria.
A security guard reportedly noticed the man filming children without clothing with a mobile phone. The security guard detained him and contacted police.
Police subsequently conducted a criminal investigation and reportedly discovered material relevant to the case.
The article presents the incident as a case of a Serbian citizen being caught sexually exploiting children through secret recordings while in Croatia.
This is independent of the Malčanski Brijač case. The current search results also independently describe the same incident as involving a 29-year-old Serbian citizen secretly filming naked children at an Istrian tourist facility. (Crimesite International)
5. “It is suspected that he sent her explicit videos of himself and asked her to…”
SerbiaLive Vesti — Instagram, 7 May 2026
The post reports an alleged case in Belgrade involving a man who allegedly sent explicit videos of himself to a twelve-year-old girl and asked her for sexual material.
The supplied result does not provide enough of the underlying article text to establish the complete circumstances, identity of the suspect or judicial outcome. It should therefore be retained as a social-media report rather than presented as a fully documented conviction.
6. “Pedophile from Serbia filmed naked children in Istria”
Siol.net — 28 June 2026
This article reports the same Istrian case as Morski.hr.
A 29-year-old man from Serbia was suspected of secretly filming naked children at a tourist facility in Istria. Croatian police became involved after the man’s behaviour was detected.
The article identifies the nationality of the suspect and describes the case as child sexual exploitation through filming.
Because this is the same incident reported by Morski.hr, it should not be counted as a second Serbian offender.
7. “He was arrested near the cemetery…”
Dnevnik.hr — 5 January 2020
The article reports the arrest of Ninoslav Jovanović near the cemetery in his native village of Malča at approximately 2:20 p.m.
It identifies him as a serial rapist and pedophile and connects the arrest with the disappearance of twelve-year-old Monika Karimanović.
The article describes the arrest as the culmination of an extensive police search following the girl’s kidnapping.
8. “‘Malčanski barijač’, Serbian pedophile and girl kidnapper, arrested”
Novi list — 5 January 2020
The article reports the arrest of Ninoslav Jovanović.
It identifies him as the “Malča Barber,” a Serbian pedophile and the kidnapper of twelve-year-old Monika.
The report concentrates on the police operation that resulted in his arrest and on the recovery of the kidnapped girl.
It is another report of the same Jovanović case and therefore does not represent a separate offender.
9. “Serbian pedophile and rapist arrested, kidnapper of 12-year-old girl”
Direktno.hr — 5 January 2020
The article identifies Ninoslav Jovanović, aged 46, as the “Malča Barber.”
It reports his arrest in the Malča area and describes him as a pedophile and rapist suspected of kidnapping a twelve-year-old girl.
The article recounts his previous criminal history and connects the new kidnapping with his earlier sexual offences.
10. “Details of the case in Niš: Pedophile took a girl to a cafe and abused her”
Press.rs
This is a separate Niš case.
A 46-year-old man from Niš was arrested on suspicion of sexually abusing a twelve-year-old girl. According to the report, the man knew the girl and had access to her through social contact.
The girl was reportedly taken to a café and subsequently to an apartment. The article states that sexual activity occurred there and that the girl’s older sister became aware of what was happening and contacted police.
The suspect reportedly claimed that he did not know the girl’s age and that the encounter was consensual. The article, however, reports that people present had informed him that the girl was twelve.
The case was reported as an investigation rather than a final conviction.
11. “Pedophilia in Serbia: Legislation and manifestations”
Advokat Sekulić
This is not a report of one individual criminal case. It is a legal discussion of pedophilia and sexual abuse of minors in Serbia.
The article discusses definitions of pedophilia, different manifestations of sexual abuse of children, the legal treatment of sexual offences against minors and the relevant Serbian criminal-law framework.
It also discusses characteristics attributed to different categories of offenders and the legal consequences of sexual abuse.
Because it is a legal article rather than a crime report, it should be separated from the individual cases.
12. “‘HE DID UGLY THINGS TO ME’ — The little girl he kidnapped…”
Jutarnji list
This article concerns Monika Karimanović and her testimony following her kidnapping by Ninoslav Jovanović.
The girl described nine days in captivity. The article reports that Jovanović repeatedly cut her hair and subjected her to abuse.
It also describes how he abducted her and the circumstances surrounding her disappearance.
The article focuses heavily on the victim’s account and the psychological horror of being held by a known sexual offender.
This is another account of the Malčanski Brijač case rather than a separate case.
13. “Serbian pedophile arrested for editing sex films with babies”
Index.hr — 25 February 2014
The article reports the arrest of an individual identified as S.M. from Boljevac.
He was suspected of producing or editing sexually explicit films involving babies. Police reportedly discovered approximately one hundred photographs depicting naked children between approximately two and five years old on his computer.
According to the article, he downloaded photographs of children from the internet and used them to create sexually explicit material.
The article states that similar material was found on another computer associated with him.
This is a separate case from Jovanović and concerns child sexual abuse material rather than kidnapping.
14. “A paedophile in Austria took nude photos of minors, then…”
Srpski Ugao — 24 February 2026
The article concerns a Serbian-language report about a pedophile in Austria who allegedly photographed minors naked.
The report says that the offender received a suspended sentence.
This is not necessarily a Serbian domestic case. The relevant connection to the present corpus is that a Serbian-language Serbian media outlet reported the Austrian case.
It should therefore not be counted as evidence of a Serbian offender unless the article establishes Serbian nationality.
15. “Serbian pedophile — Aleksandar…”
24sata.hr — 22 February 2009
The article reports a Serbian offender named Aleksandar who sexually abused both girls and boys.
According to the article, he initially forced victims to perform oral sex and recorded the abuse with a mobile phone. He subsequently forced victims to perform additional sexual acts.
The recording of the abuse is a central feature of the case.
Unlike the Malčanski Brijač articles, this concerns a different offender.
16. “Serbian pedophiles under attack by ‘Mary’s Law’”
tportal.hr — 27 March 2013
The article discusses Serbia’s introduction of legislation commonly known as “Marija’s Law.”
The law introduced special measures concerning people convicted of sexual crimes against minors. According to the article, convicted rapists and pedophiles can be subjected to supervision after imprisonment, with restrictions lasting for an extended period.
The article presents the legislation as a response to serious crimes against children and as an attempt to prevent convicted sexual offenders from reoffending.
17. “Pedophile arrested for failing to serve sentence!”
Alternativna TV / Facebook
The report states that judicial police in Republika Srpska arrested a convicted pedophile identified by the initials D.K.
The reason given was that he failed to report for service of his prison sentence.
The supplied Facebook result does not contain sufficient information to establish the complete underlying case, so it should not be expanded beyond what the post actually states.
18. “A girl who was kidnapped by a Serbian pedophile described in detail nine days of hell”
Slobodna Dalmacija — 2 January 2020
This is another account of the Monika Karimanović kidnapping.
The article reports that Monika described nine days in captivity and stated that Jovanović cut her hair repeatedly.
It describes the circumstances in which she was abducted and the abuse she reported.
The article is therefore a second journalistic treatment of the same Malčanski Brijač case and should not be counted as a separate offender.
19. “A convicted pedophile was pushing her head towards his…”
Index Vijesti / Facebook
The post reports an incident involving a previously convicted pedophile who allegedly forced a girl’s head toward his genitals while she screamed.
It also states that the court found two mitigating circumstances when sentencing the offender.
The supplied material does not provide enough information to reconstruct the complete underlying case, so it should remain a short source entry rather than be expanded with information not contained in the supplied text.
20. “HORROR! PEDOPHILE (35) ABUSED A GIRL (12)”
Kurir — 7 May 2017
The article reports the arrest of Miloš M. from Ivanjica, aged 35, for allegedly sexually abusing a twelve-year-old girl.
The article says that he invited the child to engage in sexual activity and threatened or instructed her in explicitly sexual terms.
The report describes the case as a sexual-abuse investigation involving a twelve-year-old child.
The supplied article does not establish a final conviction, so it should be treated as an allegation reported at the time.
21. “Another light sentence for a pedophile”
e-novine — 5 July 2016
The article concerns priest Milovan Đokić.
It describes him as a priest convicted in a sexual-abuse case involving a thirteen-year-old girl.
According to the article, the girl had been involved in the church choir and the priest had established access to her through church activities. He subsequently sexually assaulted her in church premises.
The article’s principal point is the sentence: it characterizes the punishment as another unusually light sentence for a person convicted of sexual abuse of a child.
This case is distinct from the Malčanski Brijač case.
22. “Pedophile released from prison, parents fear new attack”
24sata.hr — 9 October 2018
The article reports that convicted Serbian pedophile Ninoslav Jovanović had been released from prison after twelve years.
The report says that parents feared he could attack again following his release.
The article therefore documents the period immediately preceding his later kidnapping of Monika Karimanović and is important for understanding the chronology of that case.
23. “Pedophile followed instructions, abused girls and threatened them”
Jutarnji list — 29 October 2014
The article describes a pedophile who abused girls and threatened them against telling anyone.
The threats reportedly included invoking the murder of little Tijana as a warning to victims.
The article’s central theme is the offender’s use of intimidation to prevent victims from reporting the abuse.
24. “Pedophilia in Serbia: Number of registered pedophiles is growing, punishments…”
BBC Serbian — 5 November 2019
This article takes a statistical and institutional approach.
It reports on the number of people registered in Serbia following convictions for sexual offences against minors and discusses concerns that punishments are sometimes inconsistent with the seriousness of the offences.
The article places the problem within the context of Serbian legislation and the system of registering convicted sexual offenders.
It also discusses the issue of repeat offending and the effectiveness of punishment.
A related BBC report states that Serbian law provides special restrictions for convicted offenders whose victims were minors, while adults raped by convicted offenders are not covered by exactly the same post-release restrictions. (vijesti.me)
25. “Pedophile arrested in Belgrade shopping mall after dragging girl into toilet and attempting rape”
Novi list — 13 April 2021
The article reports an incident in a Belgrade shopping centre.
An older man allegedly dragged a girl into a toilet and attempted to rape her.
The incident was reportedly noticed by other people, and police intervened and arrested the suspect.
The article also reports intense anger from members of the public, with people reportedly attempting to attack the suspect as police removed him.
26. “The Serbian Orthodox Church and sexual-abuse allegations”
The supplied links also contain material concerning alleged sexual abuse involving clergy of the Serbian Orthodox Church.
One B92 report concerns Bishop Pahomije. The article states that four young men accused him of sexual abuse dating from their time in a religious school. Two cases became inadmissible because proceedings had taken so long that the relevant limitation period had expired, while two others were dismissed because the court found the boys’ testimony unreliable. Pahomije was therefore acquitted. (B92.net)
The same report states that one alleged victim remained severely traumatized years later and required continuing psychiatric supervision according to his lawyer. It also reports claims by the Incest Trauma Center in Belgrade that it had previously reported two high-ranking church officials suspected of child abuse, but that no investigation followed. (B92.net)
An earlier IPS report states that Serbia’s Supreme Court found serious procedural problems in the lower-court proceedings concerning Pahomije and that the case could potentially be retried. The report quotes the victims’ lawyer as saying that the boys had been abused both by a church official and subsequently by the judicial process. (IPS News)
27. “Evidence of pedophilia in the Serbian Orthodox Church has arrived in Brussels”
Aktuelno
This article reports allegations presented to European Parliament representatives concerning organized sexual abuse within the Serbian Orthodox Church.
The source attributes the allegations to Bojan Jovanović, who claimed that a group involved in child sexual abuse existed within the church and that political connections had contributed to institutional protection.
These are allegations reported by the source and should be distinguished from criminal convictions.
The article says that material concerning alleged abuse was presented to European representatives and that the issue was framed as one involving human rights, judicial reform, organized crime and protection of victims. (Aktuelno.me)
27. “Kolege glumci se ograđuju od Moamera Kasumovića! Pedofil ne smije platiti kaznu! Zaštitite žrtve!”
FACE TV / FACE Portal — 21 September 2024
The report concerns Bosnian actor Moamer Kasumović and the strong reaction within the Bosnian and regional acting community after it became known that he had been convicted of “bludničenje nad maloljetnikom” (sexual misconduct with a minor). According to FACE, Kasumović received a one-year prison sentence but avoided imprisonment by paying a substitute fine of 36,500 KM. Numerous actors, directors and screenwriters reacted publicly. Nermin Tulić said that nobody had the right to pretend ignorance after the conviction; Dino Mustafić criticized the legal system because the offender could effectively “buy” his freedom; Jasmila Žbanić stated that the legal system of Bosnia and Herzegovina protects pedophiles; Feđa Isović said they would cancel the production of a series in which Kasumović had the leading role; and Alen Šimić stated that there would be no place for Kasumović in the cast of Princ iz Eleja. (Face)
This is a Bosnian case, not a Serbian case, but it is relevant as part of the wider regional reporting on convicted child-sex offenders and institutional responses.
28. “Roditelji, oprez! Ovo je trenutno najopasnija pesma na Jutjubu: Cela ex Yu zgrožena, Srbija traži zabranu”
Telegraf.rs — July 2026
The report concerns Serbian performer Marko Radmanović, known by the stage name Faraon, and his song “Žig zveri.” Telegraf reports that the song caused widespread outrage in Serbia and the former Yugoslavia because of lyrics that commentators regarded as promoting or referring to pedophilia. The article says that many commenters accused the performer of pedophilia and called for the song to be banned. (Naslovi.net)
29. “Srpski TikToker uhićen zbog sumnje na poticanje pedofilije: Najviše ga gledaju upravo djeca”
Srednja.hr — 21 July 2026
The article reports the arrest of Serbian TikToker Marko Radmanović, known as Faraon, in Sremska Mitrovica on 17 July 2026. According to the report, police acted after citizen complaints and media warnings concerning his online material. Police confiscated his mobile phones, computers and hard drives. His TikTok account was subsequently deactivated, and Serbian authorities requested removal of problematic material from Google and action concerning his YouTube channel. The investigation was conducted together with the Special Department for High-Tech Crime of the Higher Public Prosecutor’s Office in Belgrade. (Srednja.hr)
The article also reports that Radmanović was released and claimed the allegations were false. It states that criminal complaints had previously been submitted against him in 2025 and 2026 concerning alleged unlawful sexual acts, sexual harassment and grooming of several underage girls. The article describes material in some of his videos as including audio messages apparently resembling girls using sexual language and screenshots of conversations with them. It also emphasizes that his audience consists largely of children and young people and that his videos had received hundreds of thousands of views. (Srednja.hr)
30. “Vulin: Nijedan pedofil u Srbiji neće ostati na slobodi”
Radio-televizija Vojvodine / Tanjug — 8 November 2021
Serbian Interior Minister Aleksandar Vulin stated on B92 television that “no pedophile in Serbia will remain free.” He said that police had identified additional suspects who would be arrested in the continuation of Operation “Armagedon,” and that the Ministry of Internal Affairs maintained a list of what he described as documented pedophiles. He said police identified suspects through social-media activity and monitoring of the dark web. (ЈМУ Радио-телевизија Војводине)
Vulin specifically referred to a recent group of arrests in which, according to him, nine suspects had images of their own children on their phones. He emphasized that the operation would continue regardless of religion, nationality, origin, social status or sex. (novosti.rs)
31. “U ‘sajber jazbinama’ i srpske devojčice”
Centar za nestalu i zlostavljanu decu / CNZD
The article describes the phenomenon known as “cyber dens,” where child sexual abuse is livestreamed over the internet to paying viewers. It refers to a case in Bački Petrovac involving two Austrian citizens who photographed naked girls and livestreamed sexual performances. The report stresses that the abuse continued for some time, that children recruited other children, and that adults around them knew about the activities without stopping them quickly enough.
Serbian high-tech crime police official Saša Živanović stated that “cyber dens” can involve several roles: people organizing the location, a person abusing the victim, remote offenders paying to watch, and groups that record, distribute and sell the resulting material internationally. The article reports that in the Bački Petrovac case girls were paid 500 or 1,000 dinars to perform naked before cameras. (Dnevni list Danas)
The article also gives figures from a Serbian study concerning children’s online behaviour: 43% of elementary-school pupils and 71% of secondary-school pupils reportedly accepted invitations to socialize from strangers; 6% of elementary-school pupils and 15% of secondary-school pupils reportedly accepted meetings with strangers. It states that Operation “Armagedon,” launched in 2010 against online predators and child pornography, had by the time of the report resulted in criminal complaints against 176 people. (CNZD)
32. “Hoće li Kačavenda odgovarati za pedofiliju?”
Al Jazeera Balkans — 26 January 2019
The article focuses on Vasilije Kačavenda, the former bishop of Zvornik-Tuzla, and allegations of sexual abuse and pedophilia connected with the Serbian Orthodox Church. It reports that six lawsuits had been filed in the High Court in London against the Serbian Orthodox Church, involving six victims of sexual violence. The article places the Kačavenda allegations at the centre of the litigation. (Al Jazeera Balkans)
Former deacon Bojan Jovanović is presented as a principal witness. He alleged that boys from poor or broken families were brought to Kačavenda’s residence and that boys were abused and beaten. Jovanović also alleged that Milić Blažanović was killed because he refused sexual relations with Kačavenda. These are allegations reported by the article, not findings of a criminal conviction. (Al Jazeera Balkans)
The article further states that six plaintiffs came from Bosnia and Herzegovina and Serbia and that some of the lawsuits concerned Kačavenda. One plaintiff was a Serbian citizen who allegedly suffered abuse in Croatia. The lawsuits were directed against the Serbian Orthodox Church as an institution. (Al Jazeera Balkans)
33. “Lawsuit against Serbian Orthodox Church before British High Court”
BBC Serbian — 18 April 2019
The BBC report concerns victims of sexual abuse within the Serbian Orthodox Church seeking legal accountability before Britain’s High Court. The case followed six lawsuits brought against the Serbian Orthodox Church in London. The litigation was connected to allegations of sexual abuse involving clergy and to claims that the Church had failed to adequately address the abuse.
The report belongs to the same broader 2019 litigation covered in the Al Jazeera material above, so it should be retained as a separate media source, rather than counted as a separate abuse case.
34. “Srpska pravoslavna crkva i pravosuđe Srbije štite pedofile u mantijama”
Lupiga — 20 November 2010
This investigation describes allegations of sexual abuse involving clergy of the Serbian Orthodox Church and the handling of the cases by the Serbian judicial system. It focuses particularly on Bishop Pahomije of Vranje and Father Ilarion, former abbot of Hopovo Monastery. (Lupiga)
In the Pahomije case, four teenage boys accused the bishop of sexual abuse. Two charges became statute-barred after the proceedings dragged on, while two were dismissed because the court did not regard the boys’ testimony as sufficiently reliable. The article reports that the Supreme Court of Serbia later found legal violations in the lower-court proceedings but that Pahomije could not be retried because of procedural restrictions. The family of one alleged victim said years later that he remained severely traumatized. (Lupiga)
The article also describes the case of Ilarion. Nine boys aged seven to eleven allegedly accused him of sexual abuse. The proceedings lasted for years; although he was ultimately sentenced to twelve months, the Supreme Court annulled the judgment on procedural grounds, and by then the statute of limitations had expired. Ilarion therefore did not serve the sentence. The investigation further reports claims that high-ranking church officials had known of abuse allegations and that two highly ranked SPC priests had previously been reported to police in 1995 and 1998 without an investigation being opened. (Lupiga)
35. “Pedofilija u Srpskoj pravoslavnoj crkvi, zločin bez kazne i pokajanja”
Portal hrvatskih branitelja — 27 January 2023
This article returns to allegations concerning sexual abuse and institutional protection within the Serbian Orthodox Church, presenting them as a long-running problem involving clergy and Church authorities. It overlaps substantially with the Pahomije, Kačavenda and other Serbian Orthodox Church cases already documented above and therefore adds primarily another instance of the same accusatory media framing rather than a new individual case.
36. “Radović i Mićović godinama prikrivali vladike i svećenike pedofile te iz Srpske crkve u Crnoj Gori”
Hrvatski Fokus — 13 May 2025
The article reports allegations by former Serbian Orthodox deacon Bojan Jovanović that Amfilohije Radović and Joanikije Mićović concealed cases of pedophilia and sexual abuse within the Serbian Orthodox Church in Montenegro. It states that Jovanović submitted material to prosecutors and that Montenegro’s Higher State Prosecutor’s Office had opened an investigation into the Metropolitanate and Joanikije over alleged concealment of pedophilia. (Hrvatski Fokus)
The article further reproduces Jovanović’s claim that Joanikije had responsibility for investigations of pedophilia within the SPC and transferred accused clergy to Montenegro. It describes the allegations as involving an alleged organized network extending over decades. These remain allegations and reported investigative claims rather than convictions. (Hrvatski Fokus)
37. “Povucite klevetu: Pedofil u registru ostaje 20 godina”
Oslobođenje — 15 March 2023
The article concerns the proposed special register in Republika Srpska for people finally convicted of sexual abuse and exploitation of children. It states that the register would include people convicted in Bosnia and Herzegovina or abroad who reside in Republika Srpska, and that names would remain for twenty years after completion of the sentence. Institutions working directly with children would be required to check the register when hiring personnel. (Oslobođenje)
The article also records demands from politicians for stronger supervision and harsher punishment. Some lawmakers argued for a publicly accessible register and maximum prison sentences, while others opposed public disclosure on the grounds that it could lead to revenge against convicted offenders. (Oslobođenje)
38. “Pedofil sa liste ‘Za našu decu’: Kakve veze slučaj zlostavljanja u predškolskoj ustanovi u Odžacima ima sa stranačkim zapošljavanjem?”
Danas — 6 June 2023
The article concerns the arrest of a man in Odžaci accused of sexually exploiting and abusing more than thirty preschool children in a kindergarten. Its principal focus is not only the abuse but the alleged political connections of the accused. The author states that the man was involved in the ruling political organization and had been employed as a pedagogical assistant in the kindergarten. According to the article, staff trusted him sufficiently that he was left alone with children and was allowed to work entire shifts independently. (Dnevni list Danas)
The author presents the case as an example of political patronage and institutional failure, arguing that the local authorities and kindergarten management should bear responsibility for allowing him access to children. The article describes the victims as more than thirty children and argues that the scandal exposed broader failures in Serbian political and institutional life. (Dnevni list Danas)
39. “Uhapšen bivši ministar Srpske”
RTV BN — 6 June 2019
The report states that former Republika Srpska Minister of Education Nenad Suzić of Banja Luka was arrested on suspicion of sexually abusing an 11-year-old girl. According to police, the girl’s elementary school reported the case. The report says that, over a longer period, Suzić allegedly touched the girl over her body for sexual gratification and told her that she must not tell anyone because it was their “little secret.” At the time of publication, he was an accused suspect, not yet convicted. (BN)
The article identifies Suzić as a former education minister who served from 1998 to 2001 in the first Republika Srpska government headed by Milorad Dodik. Its comment section is itself notable for the reaction to the case: commenters repeatedly connected the allegations to political power, demanded severe punishment, complained about the use of initials, and questioned whether politically connected figures could be protected. (BN)
Later reporting adds that Suzić was convicted in January 2021 and sentenced to nine years for sexual intercourse with a girl under 15. The first-instance judgment also prohibited him from performing a profession or duty involving direct contact with children. As of 2024, the conviction was still not final and he remained free pending appellate proceedings. (Oslobođenje)
40. “Uhapšen pedofil koji se nije odazvao na izdržavanje kazne, sproveden u KPZ Banjaluka”
RTRS — 23 February 2026
RTRS reports that judicial police in Republika Srpska arrested D.K. from Kostajnica after he failed to report to serve a five-year prison sentence. The report states that the sentence concerned sexual offences and that authorities eventually located him at a different address and transferred him to Banja Luka prison. (lat.rtrs.tv)
The article adds an important detail absent from the shorter version previously listed: according to ATV, D.K. had been convicted of raping a nine-year-old boy and committing sexual intercourse with a 15-year-old. Both cases were discovered in 2014, while the trial did not begin until 2021 because of changes in the jurisdiction of the court and prosecution. (lat.rtrs.tv)
41. “OSUĐEN SVEŠTENIK PEDOFIL IZ BELE CRKVE: Polno uznemiravao maloletnicu posle liturgije u Vršcu”
Vršac Online / Blic — 27 March 2024
The report concerns Orthodox priest Janko Cicka of Bela Crkva, who was sentenced at first instance to one year in prison for sexually harassing a 14-year-old girl. The Vršac Basic Court also imposed a three-year prohibition on communication with the girl and on coming within 300 metres of her, her home or her school. The judgment was explicitly reported as not yet final. (vrsaconline.com)
Additional reporting on the same judgment states that the offence occurred on 3 January 2023 in the confession room of the Church of the Holy Apostles Peter and Paul in Bela Crkva, after the evening liturgy. The court found that Cicka had improperly touched the girl on her breasts and genital area and told her that “women like that.” The girl’s mother had reported the matter to police and subsequently died. Local reaction was sharply divided because Cicka had been regarded as a popular priest; supporters even gathered outside the prosecutor’s office when he was to be questioned. (K1info.rs)
42. “OBLJUBA S DJETETOM: Pedofil iz Banje Luke osuđen na 12 godina zatvora”
Hercegovina.info — 12 July 2022

The report also states that time spent in pre-trial detention from 23 December 2021 to 23 March 2022 was credited toward the sentence, and that the court imposed a two-year prohibition on approaching or communicating with the victim, at a distance of less than 150 metres. (Dnevni avaz)
43. “Pedofil iz Gradiške osuđen na godinu dana zatvora”
Micro Mreža — 28 December 2024
The article reports the conviction of G.V., born in 1979 and resident in Gradiška. Following a plea agreement, the Basic Court in Gradiška sentenced him to one year in prison for introducing children to pornography and exploiting children for pornography under Articles 177 and 175 of the Republika Srpska Criminal Code. (Nezavisne novine)
The judgment concerned conduct from October 2018. Using several Instagram accounts, G.V. repeatedly sent vulgar and sexually explicit messages and an audiovisual recording displaying his penis to an 11-year-old girl. The article states that he knew her age because she confirmed it when he asked. He also demanded that she send him nude photographs. In addition to the prison sentence, the court prohibited him from approaching or communicating with the girl for two years. The court cited his lack of previous convictions, expressed remorse and guilty plea as mitigating factors. (aloonline.ba)
44. “Pedofil zaveo 13-godišnju djevojčicu, ljubio ju ispred škole: Volim je, bit će moja žena”
Livno Online — 10 October 2016
The article reports the arrest of Nenad Stevanović, 37, from the Serbian village of Kriva Feja near Vranje, for unlawful sexual acts involving a 13-year-old girl. According to the report, photographs were given to police showing Stevanović kissing and touching the seventh-grade pupil outside the entrance to her school. Witnesses said the contact lasted more than twenty minutes and occurred openly in front of other pupils and passers-by. (livno-online.com)
The girl’s mother said Stevanović had been pursuing her daughter for months after meeting her through Facebook. She said he had previously taken the girl to Vranjska Banja and wanted to marry her, but that prosecutors had initially declined to open a criminal case because the girl had voluntarily gone with him and, according to the authorities, had not been forced. The mother subsequently reported him again after her daughter attempted to poison herself, saying the girl feared that Stevanović would kill them after allegedly making threats. (livno-online.com)
According to the article, Stevanović told the prosecutor that he and the girl loved one another and that he intended to marry her, stating that he had already prepared a wedding party and would wait until she finished elementary school if necessary. The court ordered him into pre-trial detention for up to 30 days. (livno-online.com)
45. “U OVOJ KUĆI SE KRIO PEDOFIL I DVOSTRUKI UBICA!”
Ucentar / Informer — 19 October 2020
This is a case in Serbia but not a Serbian offender. The article concerns Belgian national Erik Lamers, who was arrested near Kragujevac on an Interpol warrant. Serbian reporting described him as a suspected pedophile and double murderer and reported that he had lived for several years in the village of Veliko Krčmare. His 85-year-old father, Moris, was also arrested. (INFORMER)
The article says that Belgian media associated Lamers with a long criminal history: a 1991 conviction for the killing of two diamond merchants, an escape from Belgium in 2007, and a sexual-offence investigation involving his girlfriend’s daughter. It also states that he had been acquitted in 2012 in a Belgian sexual-offence case involving minors. His hiding place in Serbia therefore became a major element of the Serbian media coverage. (INFORMER)
This item is retained because it adds a distinct example of Serbian media coverage of a suspected child-sex offender operating or hiding in Serbia, but it should not be counted as a Serbian offender.
46. “SVETSKI MEDIJI BRUJE O ZLOČINU: ‘Srpski pedofil pozira na žurci, sa devojčicom koju je ubio!’”
Srbija Danas — 15 July 2016
The article concerns Vladica Rajković, 28, from Vratarnica near Zaječar. It reports that he raped and murdered three-year-old Anđelina Stefanović and confessed to the murder of Dragana Stanković. The article’s headline and presentation explicitly call him a “Serbian pedophile” and reproduce the framing used by the British Daily Mail. (Srbija danas)
The central point of the article is the photograph showing Rajković surrounded by children at a birthday party shortly before Anđelina was taken away and killed. The article quotes the Daily Mail‘s description of the photograph and stresses the horrifying contrast between his apparently ordinary interaction with children at the party and the crime that followed. (Srbija danas)
The later judicial outcome was severe: in April 2017 the Higher Court in Zaječar sentenced Rajković to 40 years in prison for the rape and murder of Anđelina and for the murder of Dragana Stanković. (Politika Online)
47. “VELIKA AKCIJA POLICIJE: Pali pedofili u četiri grada”
Blic / Naslovi — 2 October 2026
This is a new large-scale Serbian police operation and adds several new suspects to the compilation. In the continuation of Operation “Armagedon,” Serbian police arrested five people in Belgrade, Prokuplje, Subotica and Sremska Mitrovica, while a sixth person was reported through a regular criminal complaint. The suspected offences concern online sexual exploitation of children and sexual harassment. (blic.rs)
The suspects are identified as M. D. (1994) from Prokuplje, Đ. P. (2002) from Belgrade, E. B. (2006) from the Subotica area, V. C. (1981) from Belgrade and A. A. (1974) from the Stara Pazova area. The sixth suspect, S. S. (1988) from Belgrade, was reported in the regular procedure. Police alleged that over an extended period the suspects used file-sharing applications to download, store and distribute photographs and videos produced through the sexual exploitation of children. Investigators also alleged that false social-media profiles were used to contact minors, send them pornographic material and obtain sexually exploitative material from them. (blic.rs)
The searches reportedly produced a large quantity of photographs and videos involving sexually exploited children, together with sexually explicit messages sent to minors. In particular, police alleged that Đ. P. had used false social-media accounts to communicate with a child, obtained explicit photographs from the child and had other material involving several underage victims on his phones. (blic.rs)
The Interior Minister Ivica Dačić emphasized in the report that every photograph or video produced through child sexual exploitation represents an abused child and that continued redistribution constitutes continued harm to that child. (blic.rs)
48. “Preuzimali, čuvali i delili snimke dece! Ovako su uhapšeni pedofili širom Srbije: Pronađena gomila materijala zlostavljanih mališana!”
Blic — 19 March 2026
The report concerns a continuation of Operation “Armagedon” in Serbia in which three men were arrested: S. S. (born 1991) from Aranđelovac, B. Đ. (born 1957) from Subotica, and A. M. (born 1988) from Bor. Police suspected them of possessing, obtaining and distributing pornographic material involving children and of exploiting minors for pornography. Searches of their homes and computers reportedly uncovered a large quantity of material involving sexually exploited children. (Naslovi.net)
The reporting specifically states that the material involved children between four and thirteen years of age. It also notes that, approximately one month earlier, seven people had been arrested in the same operation for downloading and distributing material depicting the sexual exploitation of children through the Dark Web. (Naslovi.net)
A separate Republika report published the same day stressed that the youngest child found in the material was only three years old. It identified the same three suspects by initials, age and city and described the police operation as part of the continuing effort to identify and prosecute people involved in sexual crimes against minors. (Republika.rs | Srpski telegraf)
49. “Srpska policija uhapsila 8 pedofila, od kojih je jedan Rus! Odmah proverite detetu telefon, vrebaju iza ove aplikacije koja naizgled deluje kao igrica”
Razotkrivač / Kurir — 18 December 2025
The report states that Serbian police arrested eight people in the continuation of Operation “Armagedon.” Seven were Serbian suspects and one was a Russian citizen. They were suspected of offences involving the showing, obtaining and possessing pornographic material, exploitation of minors for pornography and sexual harassment. (Razotkrivač)
Three of the eight allegedly created false social-media profiles in which they presented themselves as 12- or 13-year-old girls. According to the article, they then contacted minors, demanded and obtained sexually explicit photographs and videos from them, and attempted to recruit them for further abuse. (Razotkrivač)
The article quotes Igor Jurić, president of the Centre for Missing and Abused Children, who says that more than 90 percent of minors are online and that 70 percent have experienced some form of online abuse. He describes the internet as having expanded the reach of child sexual exploitation and says predators use games, social networks and messaging applications to approach children. Roblox, Telegram and other platforms are specifically mentioned. (Razotkrivač)
Jurić also warns that artificial intelligence can be used to create realistic fake naked images of children or manipulate voices, potentially providing predators with material for blackmail. The report argues that schools and parents need to teach children how to recognize and report online predators. (Razotkrivač)
50. “Pedofil uhapšen na Novom Beogradu: Dodirivao se po intimnim delovima pred decom, pa prebio dečaka motkom!”
Serbian Times — 13 February 2026
The report concerns M.P. (51), whom police arrested on suspicion of sexual harassment and causing minor bodily injury. According to the Serbian Ministry of Internal Affairs, he was in a park in New Belgrade and allegedly touched his intimate parts in front of children who were present. When the children attempted to drive him away, he allegedly struck a 14-year-old boy in the back and head with a wooden pole, causing minor injuries. (Serbiantimes.info)
Police rapidly identified and arrested the suspect. The injured boy was treated at the University Children’s Clinic. M.P. was placed in custody for up to 48 hours and was due to be brought before the competent prosecution service. The article explicitly labels him a “pedophile” in its headline, although at the time of reporting the legal status was that of a suspect rather than a convicted offender. (Serbiantimes.info)
51. “Ko je ‘Faraon’, jutjuber iz Sremske Mitrovice osumnjičen za promovisanje pedofilije”
Newsmax Balkans — 18 July 2026
The report concerns M.R. (31) from Sremska Mitrovica, known online as “Faraon.” According to the Serbian Ministry of Internal Affairs, police identified him as the user behind social-media accounts publishing videos suspected of promoting pedophilia and the sexual exploitation of minors for pornographic purposes. (Newsmax Balkans)
The article says that “Faraon” built his internet presence through rap music, videos and provocative performances aimed primarily at a younger audience. His song and music video “Žig zveri” generated widespread public condemnation because many viewers interpreted its motifs and messages as sexualizing minors and promoting submission. Calls were made on social media for the material to be removed and for the authorities to investigate possible criminal liability. (Newsmax Balkans)
Police brought M.R. to the Sremska Mitrovica police station and searched his apartment and other premises. Computers, phones and other electronic equipment were confiscated for digital forensic examination. (Newsmax Balkans)
The article adds that this was not the first time police had taken action against M.R. According to the MUP, criminal complaints had already been filed against him in 2025 and 2026 over suspected unlawful sexual acts and sexual harassment, following allegations that he had attempted sexual intercourse with several underage girls. These earlier proceedings are described as separate cases from the investigation into his internet content. (Newsmax Balkans)

Republika — 2 October 2026

Five suspects were arrested in Belgrade, Prokuplje, Subotica and Sremska Mitrovica, while a sixth person was reported through the regular criminal procedure. The suspects are identified by initials and years of birth as M.D. (1994), Đ.P. (2002), E.B. (2006), V.C. (1981) and A.A. (1974), while a criminal complaint was filed against S.S. (1988) from Belgrade. According to the report, they allegedly used file-sharing applications to download, preserve and distribute photographs and videos depicting the abuse of children. They also allegedly used false social-media profiles to approach minors, send them pornography and obtain intimate photographs. (Republika.rs | Srpski telegraf)
The report singles out Đ.P., who was allegedly communicating with a child through false accounts, obtained explicit photographs from the child and had material involving sexually exploited children on his phone. Police said the phone also contained messages exchanged with several injured minor victims from different parts of Serbia. Five suspects were held for up to 48 hours while the investigation continued. (Republika.rs | Srpski telegraf)

Aleksandar Nešković
One particularly relevant case is Aleksandar Nešković, reported in 2012. According to the available report, he was convicted and sentenced to seven years for raping a thirteen-year-old girl. He allegedly contacted her through Facebook while falsely presenting himself as a seventeen-year-old, arranged a meeting, sexually assaulted her in his car and continued pursuing her afterward. Police reportedly found more than 200 pornographic recordings involving minors on his telephone and computer. The seven-year sentence was confirmed by the Belgrade Court of Appeal. (Balkan Academia)
Srđan Šveljo
There is also a separate and significant body of reporting concerning Srđan Šveljo. A Serbian media documentary project describes how media outlets labelled him a “pedophile,” “monster” and “predator” and alleged that he had raped, pimped, drugged and photographed boys for pornographic purposes.
